My Mountain Buggy brake is not engaging on both sides. Is this normal?

No. Both brakes should engage when the brake are applied.

Remove the rear wheels and axles. Clean the axles thoroughly and ensure that all he grooves are free of grime.Re-fit the axles. Make sure that they are pushed right through and make a 'click' sound.Re-fit the wheels. Make sure that they are pushed fully onto the axle and make a 'click' sound.
